[ALAC] Draft statement on travel funding for approval at ALAC meeting - 24Mar09

I guess I have to disagree. I cannot remember a 
time during my tenure where we needed funding for 
more than two Liaison, formal or informal. 
(Admittedly I have not checked the actual record 
and perhaps I have forgotten someone.)

Once we have the funding (based on the precedent 
set with the GNSO this year), it can be used for 
whatever people are needed (within the overall 
envelope). I think that asking for more than we 
have historically used, or can reasonably predict 
in the new future is a bad strategy. It sends a 
message that we are asking for more than we need 
and are expecting to be cut back. If they also 
cut back in other categories, it will hurt us.

Moreover, as a general principle, if we can find 
good people who will take on the load, I think 
that current ALAC members (who are already 
funded) provide the best opportunities for 
bi-directional dialogue. Or perhaps recent past members.
