[ALAC] Summit WG3, and the ALAC position on gTLD guidebook

Summit WGs morphing into "standing ALAC committees"!
Now there's an idea! By this action, we demonstrate a breath and depth to
At-Large engagement. It has my full support.
Way to go, Evan!
