[ALAC] [At-Large] Revised RAA amendment/motion

As I read it, the motion will provide the opportunity for all types
of changes to the RAA. Should the motion pass, we will want to act
quickly to identify good people to participate in the drafting teams.
I cannot predict what will come out of these processes, but if our
own people are active, I would think that our chances of being
satisfied are increased.
