[ALAC] [At-Large] Revised RAA amendment/motion

Beau, I was not part of the group that drafted this, but I suspect 
that the timing is about as aggressive as is reasonable, and allows 
for significant face-to-face discussion in Sydney.

But I would be happy to pass on the feeling that sooner is better.
