I have not seen any reason given by the NCUC council members for
their vote, but I think it was mainly a wish to see the consultative
process to continue. In an email last month Robin Gross said it
hadn't been a major issue for the NCUC.

(Tony Holmes agrees, just to give a sense that Avri might be right!)
Think it's clear to me I did not know enough about the issues and its
long history. Though I am OK with my yes vote.
That NCUC/ALAC collaboration could be fruitful on issues we care
about, e.g. registrar/consumer, that they seem to overlook.
