[ALAC] NCUC liaison report

I have not seen any reason given by the NCUC council members for 
their vote, but I think it was mainly a wish to see the consultative 
process to continue. In an email last month Robin Gross said it 
hadn't been a major issue for the NCUC.

On the GNSO council list, the reasons for abstentions are noted in

and Avri Doria sums up her thoughts on the vote

(Tony Holmes agrees, just to give a sense that Avri might be right!)

Think it's clear to me I did not know enough about the issues and its 
long history. Though I am OK with my yes vote.

That NCUC/ALAC collaboration could be fruitful on issues we care 
about, e.g. registrar/consumer, that they seem to overlook.
