I have no problem with the Chair being the "doer". I think that when
decision are delegated to the chair in any rules, it must be in an
explicit and open way, with appropriate reporting back. And my
preference is to do it as little as possible.

True, we do have a problem, as I also said. But we don't want to get
into the mode similar to the old joke where among the rules of
behaviour that a boss posts for the employees, is one that says "The
whippings will continue until moral improves".
As I mentioned, we really need to define our expectations ahead of
time and make sure that the bodies SELECTING our members know what they are.
