[ALAC] ALAC Rules of Procedure - draft amendments to Rule 21 - versions espanol and francais

I must have been the guilty party though I don¹t know how; all I did was
save the changes to show the new language versions. I wonder if the slow
refreshing of pages somehow left the comments out due to my saving before it
refreshed?

Obviously this is not good though. I¹ll report it to Yan and through her to
SocialText and my apologies!
