[ALAC] ALAC Rules of Procedure - draft amendments to Rule 21 - versions espanol and francais

I'm not quite sure why the wiki-cleaner removed my comment, but I think
the draft amendments are absurd.
Any time members could spend reviewing these and counting up their
participation minutes would be far better spent on policy matters, such
as whether the AGP implementation changes address our tasting concerns,
