[ALAC] current vote on RAA statement still open though quotate vote has been reached

This message has two purposes:-

1. to inform the wider community that the current ALAC vote on ratification
of the draft RAA Statement  has reached a quorum of yes votes with 8 out of
15 ALAC member having voted so far and therefore the ALAC will now transmit
this document as an Advisory to the Board.

2. to *remind* the remaining ALAC members who have not yet voted on this
that the vote runs for only 7 days and will close on September 17th.
