[ALAC] Nominating Committee - Region Candidatures

Not sure what you mean by a "vote for the xxx region". If you mean a 
vote of the entire ALAC with respect to selecting the delegate for 
the xxx region", it is correct.

For those where only one name is provided by the region ALAC members, 
the ALAC is still supposed to vote (presumably to ratify). In the 
absence of objection, one could presume ratification, I guess.

For those where more than one is named, we need a vote of the entire 
ALAC to select.
