[ALAC] Travel Support for NomCom Delegates at Cairo Meeting

No need to check. The official rules are that travel to NomCom (but 
not necessarily ICANN) meetings is funded. This was re-iterated in 
the new Travel Procedures. I happen to think that it is extremely 
counter-productive. To do their jobs well, NomCom people SHOULD have 
the opportunity to see how the groups they are naming people to 
are  operating, and to have face-to-face access to people.
