<p>Yes I do agree with Dev. Also we need to establish some rules on
what regional advice means. When I started out as Secretariat I
had asked around what this meant and I was told that when a new
ALS is received you send out the application to the ALSes and
individual members in your region and ask for their opinion on the
proposed ALS or new member. They then give you their thoughts and
then the RALO leadership takes that advice and adds their own
opinion and sends that to Staff and to ALAC as the regional
Advice. This is one way to engage in discussions with the ALSes in
your region. However, I found out that not all RALOS do it this
way. Also in some RALOS and in NARALO under Eduardo's leadership
it is the leadership that offers regional advice and the ALSes are
not engaged. I think whatever we can do to engage our ALSes in
the working of the RALO is a good thing. So I would suggest that
all Individual members and ALSes are informed when a new
application comes in.and add this definition into these Rules of
Procedure.</p>

list (capture email guide), there is a missing

(capture email guide 2) it should say
ALAC-Internal, and not just
ALAC.<br>
In the same guide, about all the RALO lists (and
also the At Large list),
there is no direct inclusion of the Individual
members. I understand that
for EURALO (Not sure how the other RALO works,
and LACRALO is still
deciding how), it works like an ALS, where a
representative is named to
vote on EURALO instances, but I will also
understand that in any RALO if
an individual is asking to be a member, is not
because he wants a
"virtual" ALS, but because he wants to interact
directly. Yes,
I am aware anyone can auto subscribe, but it is
just another step in the
recognition of the individual users to include
him in the list once
approved.<br>
