ICG members, I was involved in proposing the structure and process
which resulted in setting up PTI.</span></font></p>

its inception, we made clear that PTI would have to meet the needs
and requirements of its partners and clients. The purpose of the
IFR is to determine if that is now the case, and if improvements

case for the ICG, I note with interest that the IFR is
requesting participation from all parts of ICANN, in order to

the contractual requirements in the IANA Naming Function
Contract. Also, IFR will need to evaluate PTI’s transparency
procedures and oversight structures, the effectiveness of the
Empowered Community (EC) powers, as well as any systemic
issues which might have appeared since PTI was set
up.</span></font></p>
