The article is misleading (wrong? false? fake?), but nevertheless,
it has achieved its goal - serious people are wasting a lot of time:<br>

- to find the source<br>

The only time the UN is mentioned it is for the working group of
experts which is not a well known group which worked mostly on
interstate/intergovernmental rules for cybersecurity and thus not
related to issues on Governance. The more important part of Kerry's
talk are the 5 principles he elaborated on<br>
