Internet fragmentation is defined in many different ways. 

The Internet Governance Forum (IGF) Policy Network on InternetFragmentation (PNIF) identified three key dimensions of Internet fragmentation:

· Fragmentation of the Internet user experience,

· Fragmentation of the Internet’s technical layer, and

· Fragmentation of Internet governance and coordination.

Fragmentation has potentially significant implications for country codetop-level domains (ccTLDs). At ICANN79, the ccNSO Internet Governance LiaisonCommittee (IGLC) is organizing a session to explore how fragmentation affectsccTLDs from different regions. What should ccTLDs be aware of, what are theregulatory realities and what are the approaches being taken by ccTLDs?

The ccTLD News Sessions have been part of theccNSO Members Meetings for several years.  POLICYUPDATE: ccPDP4 IDN ccTLD String Selection

The ccPDP4 Working Group definesthe criteria, process and procedures for the (de)selection of IDN ccTLDsassociated with the country codes assigned to countries, territories or otherareas of geopolitical interest listed in the ISO 3166-1 standard. The resultsof this ccPDP4 will eventually replace the IDN ccTLD Fast Track Process. 




The Working Group completed its final report by ICANN79, taking into account the assessment made following its recent request for comments.   This includes the general policy proposals for the IDN ccTLD string selection process. It alsoincludes proposals for variant management, confusing similarity, de-selection and review mechanisms. The final report was presented and adopted by the ccNSO Council and is expected to be submitted by ICANN80 to the ICANN Board. Read the Final Report by the ccPDP4.

UNIVERSAL ACCEPTANCE COMMITTEE (UAC)

RECENT ACTIVITIES: 

1.      The ccNSO appointed liaison to UASG, regularly informs ccNSO Council& UAC about UASG activities.

 

2.               UAC defined its work plan for the yearahead

o  Taking into consideration the UACscope as defined in its charter, UAC further explored the relevance of thethemes for the ccTLD community and ccNSO in general, to better understand howto organize potential work on these themes.

o  Phased approach:

·       Brainstorming via napkin pitches(completed)

·       Performing an impact-effort analysis(ongoing)

·       Setting priorities (ongoing)

 



3.               Launch of the UA library

A vetted list of resourceson UA, Internationalized Domain Names (IDNs) and Email Address Internationalization(EAI) for ccTLDs. Includes: link to tools, articles, reports and more.

 

The purpose is to providecentral and open space of relevant information for ccTLDs

UAC subgroup acts asEditorial Board for the UAC library. The Editorial Board reviews incomingrequests for inclusion in the library.  The group is guided by its Termsof Reference.

DNS ABUSE STANDING COMMITTEE (DASC)

On Saturday, 2 March, the ccNSODNS Abuse Standing Committee (DASC) held an internal working session to discussits work plan for the coming year. Additionally, on Wednesday afternoon, theDASC leadership team presented to the ccTLD community their progress to dateand next steps. 

 

DASC will continue promoting the Library and Mailing List asuseful tools for ccTLD managers.

Relevantdocuments are available on its website and workspace.


INTERNET GOVERNANCE LIAISON COMMITTEE (IGLC)
On Sunday, 3 March, the IGLC held a working session during ICANN79. Topics for discussion included the United Nations (UN) led review of the World Summit on the Information Society (WSIS) being held in 2025 on the twentieth anniversary of the original WSIS, and why it matters to ccTLDs around the world.
There was an Introduction and update about ICANN’s communications and engagement strategy by Veni Markovski.
On Tuesday, 5th.  the ccNSO Internet Governance Liaison Committee (IGLC) organized a session which explored Internet Fragmentation, and how it impacts ccTLDs around the world.  (information at the beginning of the report)
