ccNSO meeting #204 was held today April 18th., at noon UTC time.

I would like to highlight the following topics:

*Results on members vote on ccPDP4*

The vote determines whether the ccNSO membership supports the ccNSO Council
recommendation to adopt the proposed ccPDP4-IDN ccTLD policy.

56 % of the Emissaries voted. 97% of the votes cast were in support of the
ccNSO Council recommendation to adopt the proposed ccPDP4-IDN policy.

A vote report is being drafted and will be posted when published by the
ccNSO.

*Next Steps:*

Draft of election report.

Include it in the Board Report.

Board consideration will include a public comment period, and Board will
also seek GAC advice.

Many discussions on this topic. ccNSO agrees to remove this, but at the
same time does not agree with the process.

A small team will meet to discuss about this and prepare a draft:

Request in the letter: remove text from recommendation, agree

Proposed a bylaw amendment.

The process on how the bylaw amendments will be done.

*IGLC – Internet Governance Liaison Committee*

*Current Status:*

The IGLC <https://ccnso.icann.org/en/workinggroups/iglc.htm> prepared an FAQ
<https://community.icann.org/display/ccnsowkspc/Repository> prior to
ICANN78, in preparation for its session on WSIS+20.  The WSIS+20 FAQ for
ccTLDs is a comprehensive guide to understanding the significance of the
2025 review of the World Summit on the Information Society (WSIS+20
<https://www.itu.int/net4/wsis/forum/2024/>) for ccTLDs.  During ICANN78,
the IGLC held a working session where ccTLD community members and ICANN’s
Government and Intergovernmental Organization Engagement (GE) team explored
what the hot issues in Internet governance are on a regional basis.  The
IGLC <https://ccnso.icann.org/en/workinggroups/iglc.htm> compared the input
with previous trends exercises, and invited guest speakers to further
explore two topics with relevance to the African region: digital tax and
data protection.

*Next steps:*

IGLC <https://ccnso.icann.org/en/workinggroups/iglc.htm> will continue its
work regarding the 2025 review of the World Summit on the Information
Society (WSIS) and related matters. Among others, at ICANN80, IGLC will
hold a session on the Global Digital Compact (GDC
<https://www.un.org/techenvoy/global-digital-compact>) and WSIS+20
<https://www.itu.int/net4/wsis/forum/2024/> capacity building, and how it
relates to ccTLDs globally.

*DASC – DNS Abuse Standing Committee*

The DASC will start preparing for a session around DNS Abuse, to be held at
ICANN80 in June in Kigali. The session will focus on the impact of the
amendments to the base generic top-level domain (gTLD) Registry Agreement
(Base RA) and the 2013 Registrar Accreditation Agreement (RAA) and what
ccTLDs can learn from it.

*Repository subgroup*

The group launched its Repository
<https://community.icann.org/display/ccnsowkspc/ccNSO+and+DNS+Abuse+Mitigation+-+resource+and+repository>
and during ICANN78, the group launched an email list, as an additional
useful resource for ccTLDs.

*Survey subgroup*

The group launched a survey in 2023, to better understand the ccTLD DNS
abuse landscape, and better serve ccTLDs. The next edition of the DASC
<https://ccnso.icann.org/en/workinggroups/dasc.htm> survey will be at the
end of 2024.

*ccNSO relevant meetings ICANN80 (10-13 June 2024)*

The proposed schedule was shared.

Joint meeting with GAC will be deferred for ICANN81. GAC has a High-Level
Meeting and will be difficult due to the short number of days of the
meeting.

Currently working on Prep Week sessions.
