[ALAC] Consensus Call on the At-Large Submission for the NETmundial+10 Consultation

On behalf of Jonathan Zuck, ALAC Chair, this is a 20-hour consensus call on the At-Large Submission for the NETmundial+10 Consultation.

The draft At-Large submission was reviewed on the OFB-WG calls of 28 March 2024 and 4 April 2024.
