[ALAC] two impactful documents from SSAC: SAC116, SAC115

Thanks Andrei.  SSAC 115 makes really interesting reading - including discussion of just what is DNS abuse and their recommendation for a common abuse response facilitator.  I appreciate that they have presented on the paper - but maybe they could present to an ALAC meeting?
