The OISC is a new standing committee to ensure:

   - A continued and ongoing coordinated approach regarding the existing
   and potential outreach and involvement efforts by and targeted at the ccNSO
   and ccTLD community
   - ccTLDs awareness of and involvement in the aforementioned efforts.

The ccNSO has evolved since its creation in 2003. Its membership has grown
from slightly over 40 members to 172 members, and while the ccNSO started
as a Supporting Organization with a limited scope and mandate, it is now
one of the five Decisional Participants in the Empowered

longer reflect the evolved roles and responsibilities of the ccNSO Council
and ccNSO membership. The goal of this session is to review (and update if
needed) the governance structure of the ccNSO.  The focus of these
discussions will be on ccNSO decision-making processes, roles, and
interaction between the ccNSO Council and ccNSO Members. The results of the
session will provide the basis for further work on these topics by the
ccNSO Council and the ccNSO Guidelines Review Committee (GRC).

The keynote address by Olaf Kolkman (ISOC) in part 1 of this session will
explore the properties needed to protect and enhance the future of the
Internet. ccTLDs from various regions will look to the future: What do they
see as major developments and how do they address them? Listen to
presentations by Roelof Meijer (.nl), Anil Kumar Jain (.in) and Frederico
Neves (.br). During the second part of the session, the audience and
panelists are invited to share their views on making ccTLDs future-proof.

ccNSO Council highlights
The ccNSO Council had its 170th meeting on 18 February 2021 | 20 UTC.

Highlights:

   - Intermediary decisions
   - The ccNSO Council agrees with the letter to the Board Organizational
   Effectiveness Committee, in response to their letter from 9 December 2020,
   to provide the OEC additional details and clarification per their request
   and inform them on the status of implementation of the recommendation of
   the second organizational review of the ccNSO.
   - Approval of IANA Naming Function Contract Amendment per IFRT
   recommendation
   - Decision to launch a call for volunteers for the Outreach and
   Involvement Standing Committee (OISC)
   - Discussion on what needs to be included in the revised rules of the
   ccNSO (i.e. the ccNSO Internal Procedures)
   - Adoption of ccNSO Statement procedure regarding the Amendment of
   Article 10 ICANN Bylaws to include IDN ccTLDs as members to the ccNSO. The
   drafting team also informed the ccNSO Council about the following aspects:
   - The principle of one vote per member for those organizations or
   entities that manage multiple ASCII ccTLDs will not be affected by the
   proposed Bylaw change. This implies that those organizations or entities
   that have become member for two or more ccTLDs and have become member of
   the ccNSO will still be able to cast two or more votes in formal voting
   processes (in the Board nomination process, the Council elections and in
   membership approval voting of ccPDPs). As was noted in the ccPDP2 part 2,
   this issue may need to be addressed at one point, to ensure parity of
   members, who run multiple ccTLDs. Note: Organizations or entities who run
   multiple IDN ccTLDs related to one (1) country or territory will at a
   maximum have one (1) vote.
   - The bylaw change will have consequences for the ccNSO Council election
   guideline and ccNSO Board nomination guideline (see:
