[ALAC] ALAC Chair Elections - Upcoming Call for Nominations

There is no confusion IMHO since the original staff message says "ALAC
Chair Elections - *Upcoming Call* for Nominations".  So, we should just
wait for staff to issue the (actual) call for nominations.
