[ALAC] Selection Process for Bylaws IRP Standing Panel

I have less faith in NomCom being the right body simply because its members
are not expected to have the requisite professional qualifications and
experience to undertake the task of establishing a standing panel for the
IRP. So we may just have to agree to disagree.
