[ALAC] Nomination of Vanda Scartezini for GAC Liaison

Hi everyone

The selection/election of the ALT, ALAC Chair and Liaisons are at the
bottom of the 2019 ALAC and RALO Elections page, but  they are not
appointments that fit into this election period. It is a little misleading.
