[ALAC] [registration-issues-wg] [CPWG] Redrafted statement on Root Server System Comment

Thanks a lot, Alan.

(yes, I am on leave at the moment)

Due to personal- and work-related circumstances I have not been able to attend the last CPWG calls. So I totally accept what has been agreed on in my absence with regard to this topic. As I felt the responses to my initial draft were not very positive, I was ok leaving it to group consensus to drive this forward, as I stated on the applicable At-Large confluence page.

Anyway, I think the redraft looks good, so thanks to everyone who contributed!
