[ALAC] Redrafted statement on Root Server System Comment

As discussed and decided on the CPWG call yesterday, we need to have 
a final version of the comment to submit. Bastiaan was given an 
opportunity to redraft te statement but presumably he is on vacation 
and did not reply. According, as requested at the end of the meeting, 
I did a redraft and posted it on the Wiki -
