Hello Alan,

further to my email earlier today, I am sending you my Statement of Interest (SoI) to serve on the IFR, and as its Co-Chair. This SoI is being sent to you in the format suggested by ICANN.

WHY ARE YOU INTERESTED IN BEING A MEMBER OR LIAISON ON THE IANA NAMING FUNCTION REVIEW TEAM?
- As ALAC Representative to the IANA Stewardship Transition Coordination Group (ICG), I took an active part in its deliberations, as well as in drafting its report and recommendations.
- Thanks to my experience on the ICG, I could provide historical depth to the IFR.
- My experience in ICANN provides me with the necessary context and background.

WHAT RELEVANT SKILLS DO YOU BRING TO THE REVIEW TEAM?
- A comprehensive knowledge of ICANN: I served on the Board of Directors 2007-10, on ALAC 2010-12 and again 2012-14.
- Experience in conducting reviews: as a member of the ICANN Board, I was on the Structural Improvements Committee, which oversaw all ICANN’s reviews; I also chaired the ccNSO Review.
- Working in a truly international, multi-cultural, multi-stakeholder context as a senior diplomat, and later as a volunteer in ICANN (Board, ALAC, ICG).
- The ability to deliberate, draft, debate and make public presentations in English.

DESCRIBE YOUR KNOWLEDGE OF THE IANA NAMING FUNCTION.
- As a member of the ICG, I gained a thorough knowledge of the IANA Functions, and took an active part in assembling the final report and recommendations, based on multi-stakeholder input from all parts of ICANN. 

DESCRIBE YOUR KNOWLEDGE OF THE PURPOSE OF THE IANA NAMING FUNCTION REVIEW.
- Like other ICG members, I was involved in proposing the structure and process which resulted in setting up PTI.
- Right from its inception, we made clear that PTI would have to meet the needs and requirements of its partners and clients. The purpose of the IFR is to determine if that is now the case, and if improvements are required.
- As was the case for the ICG, I note with interest that the IFR is requesting participation from all parts of ICANN, in order to ensure a truly multi-stakeholder assessment of PTI’s performance of the IANA naming function against the contractual requirements in the IANA Naming Function Contract. Also, IFR will need to evaluate PTI’s transparency procedures and oversight structures, the effectiveness of the Empowered Community (EC) powers, as well as any systemic issues which might have appeared since PTI was set up.

STATE YOUR UNDERSTANDING OF THE RESPONSIBILITIES OF BEING A MEMBER AND LIAISON AND TIME COMMITMENT. CAN YOU MEET THESE COMMITMENTS?
- I understand the responsibilities, and can meet those commitments.

this is to let you know that I am willing to serve as the ALAC Representative to the IFR. Because of time constraints, I wish to first register my willingness to serve, and then to send you a Statement of Interest later today.

In brief, my experience matches the requirements of IFR:
- As ALAC Representative to the IANA Stewardship Transition Coordination Group (ICG),  https://www.icann.org/resources/pages/coordination-group-2014-06-17-en , I took an active part in the ICG’s deliberations, as well as in drafting its report and recommendations.
- While serving on the ICANN Board, I was involved in transitioning ICANN to the Affirmation of Commitments, served as a member of the Structural Improvements Committee which oversaw reviews, and chaired the Review of ccNSO.

Given my experience in ICANN (Board, ALAC, ICG, EURALO), I am confident that, if selected as ALAC Representative, I could also serve as IFR Co-Chair.

The official deadline is already past for us to appoint a representative to the IANA Naming Function Review (IFR), a review mandated under the Bylaws associated with the IANA Stewardship Transition, but I am told that if we act quickly, we can still fill our position.

So we need a quick decision on whether to call for volunteers for this.

I am not at all sure there is a particular user -oriented position here that is not already likely to be presented by others, but if there is a will to participate, we can.

PLEASE respond ASAP on whether you think that we should participate or not. If you believe you know of a good candidate, please let me know that privately.
