I didn't say anything about At-Large.

I believe the ALAC list (alac at atlarge-lists.icann.org) is the joint list you are looking for, but I will be working on mailing lists tomorrow and over the weekend and will confirm.

Maureen, may I suggest you use the ALAC list for things like
this.  Sending to the ALAC-Members list in addition to a public list
is problematic as everyone may reply to the "private list" and some
people may reply ONLY to that private list. Moreover, we generally
encourage others to attend ALAC meetings and you are excluding those
who are not official "leaders" by using these lists.
