[ALAC] Auction proceeds survey

In the US at least, the cost is not prohibitive. Moreover, existing models
can be copied and amended. The money is a one shot deal at this point but
there's no reason why that has to be true. Subsequent newgtld proceeds and
even the foundation's own fundraising activities could raise additional
funds. Governance has existing models to follow. In the case I am familiar
with, the foundation's board of trustees is responsible to the org board of
directors. Applying this at ICANN would give the community oversight via
the Board. The granting remit is written into the proposed foundation's
bylaws.
