[ALAC] "Policy" t4ravel slots for Panama

I agree with Alan - the slots should NOT be for ‘newbies’.  When we start work on metrics, the test for people who have been ‘actively participating’ will be easier to determine.  But, for a start, a history of involvement should be the test.  That can include involvement in WGs (ALAC and other SO/ACs), in being a pen holder, or contributing to comments on the ALAC policy page, involvement in groups such as the Technology Task force, Capacity building, etc.  And the involvement can be ICANN attendance as well as participation remotely.  I agree with Sean on the point that if someone has been actively involved, but not had a travel slot before, they should get preference - but the first test is ‘actively involved’.
