[ALAC] "Policy" t4ravel slots for Panama

I agree that this is NOT the slot for a "newbie". As the main 
criteria says, it is for someone who already is actively involved but 
would not otherwise be able to attend. Examples that come to mind are 
Daniel Nanghaka, Justine Chew and Abdeldjalil Bachar Bong.
