[ALAC] "Policy" t4ravel slots for Panama

My personal opinion is that with such a small 
number of slots (perhaps just 1 this meeting), it 
is preferable to being in new people who have not 
seen or not often seen an ICANN meeting. That 
being said, for San Juan, we did manage to at 
least partially fund past recipients because we 
ended up with additional slots to re-allocate.

Do others think we should favour repeats for a good person over a new person?
