I think discussing he CROP after he period for comment is closed is like
closing the barn door after the cows are out of the barn.   We need to
provide community feedback on why this program has merit.  Daniel started a
google  doc for us to provide a metered response.  I have asked the CROP RT
who are the most involved with CROP to arrange a skype call as well.
