[ALAC] ICANN63 TOPICS: Please Review

The instructions (for the overall meetings poll) were not clear.

I suggested that once the decision is made for 
the consolidated session, that if it is selected, 
the votes for 1-4 be eliminated and all others 
pushed up (so remaining vote was on the 6-11, all on an equal basis).
