Dear all,

I have edited the draft in the wiki, trying to take into account the points raised by others, that I unfortunately had now knowledge of before.

The draft now reads:

The ALAC welcomes the publishing of tentative dates for ICANN meetings in 2021-2023 well ahead of time so that possible conflicts with community events and globally recognized non-working or religious observance days can be identified and avoided.

The tentative dates for 2021-2023 do not entirely avoid conflicting or being too close with major, globally recognized holiday periods of certain religions or regions. On the former, ALAC has noted the following:

  *   The 2023 Community Forum will be at the beginning of Ramadan.

  *   The 2022  Annual General Meeting (15 – 21 October) falls near the end of the Jewish Holiday season, notably  Shmini Atzeret (eighth day of Assembly) and Simchat Torah (Celebration of the Torah).

There are also  important regional (non-religious) holidays that are celebrated in certain regions only, like Midsummer in Northern Europe.

Since the Community Fora are either immediately before (2022 and 2023) or after (2021) the Midsummer holidays, travel and various pre- or post-meetings interfere with them.  Ideal meeting dates would be a full week removed from the Midsummer holidays. In practice, this would mean moving the Policy Forum one week earlier in 2022 and 2023 and two weeks earlier in 2021.

We realize the need for compromises, and understand that not every regional holiday can be taken in account. At the same time, we appreciate the effort to share the inconveniences as equitably as possible.

It has been the standard method for At-Large members to provide input on a Statement (good for tracking comments and maintining transparency). As Maureen pointed out, you may leave this comment on the wiki if the Statement is not already posted there.

It is difficult to go through every email to decide what is relevant to a public comment. The wiki is set up to provide contributors with a space to voice their vews, and the penholder can actually start to create something that is appropriate and inclusive of these contributions. It can be frustrating exercise for a penholder to get a whole pile of comments right at the end of a public comment period.

In the US the US Federal Government allows people to request a day off for these holidays without getting approval from a supervisor as it is a globally recognized holiday. Thanks Beran for checking the dates.  I see no problems with most of the dates except for the ICANN75 Annual General Meeting    15 – 21 October 2022 falls near the end of the Jewish Holiday season and there is one/two day that falls during a Jewish holiday that is the holiday of Shmini Atzeret (eighth day of Assembly) and Simchat Torah (Celebration of the Torah) these two holidays are added to the end of the Jewish Holiday of Sukkot -Festival of the Booths.  It would be good to add this issue to the comments in the effort not to impinge on any persons religious observances

Thanks for the reminder.  I've had a look at all three, and am not sure they are of real importance to ALAC - but could be easily convinced otherwise.

The other two items on our policy page that you didn't mention (and with deadlines for comment much closer) are the ITEMS final report on the ASO and the statistical analysis of DNS abuse.  I've only skimmed the ASO report - some interesting recommendations but, while interesting, not critical.  I haven't had time to look at the DNS Abuse study - but imagine it may be important to us.  Have they been considered by the ALAC and rejected for comment?
