[ALAC] WHOIS Element Usage for GDPR Analysis

Here is what I have come up with. From a simple "user" perspective,
there are not an awful lot of situations when you need to do a WHOIS
query. Far more for registrant.
But I am sure I have missed some use cases. Please let me know what I
am missing and what I have wrong.
