[ALAC] Call for Nominations for 2017-2018 ALT

Just to confirm, there is and never has been such 
a rule. It is correct that typically we want 
people to have some experience, but situations vary.

In the past, Rinalia, Carlton, Olivier, Evan, 
Vanda and Andrei have all served on the ALT or 
its predecessor during their first ALAC term. 
Olivier actually became Chair as his first ALAC 
role, and Rinalia took on the role with no prior 
At-Large experience and minimal ICANN involvement.
