[ALAC] ATLAS II Recommendation 41

I would go for option B as this creates a one stop shop for sponsorship for all RALOS and in my opinion makes it easier going forward to organise At Large events. 

It also avoids duplication of efforts and basically having to re-invent the wheel each time a RALO has a GA or any other At Large event that requires sponsorship.
