[ALAC] ATLAS II Recommendation 40

Hello Olivier,

My +1 to this. On a separate note, I think Fadi did indicate that certain
amount would be made available in case of emergencies (think it was 10k as
well). Perhaps the scope can be expanded to cover the one indicated here
and the figure jerked up to fit.
