[ALAC] ALS Criteria and Expectations

Thanks Evan..OK I get you.   PICISOC has so many different interest
groups.. but the ALS itself is grounded in At-Large.

And yes,  the expectation for reporting is from the organisation, not from
ICANN.

Hope the new job is going well. Great to see that we are still of interest
to you :)
