[ALAC] Process to ratify CCWG Proposal

  Alan, the proposal looks consistent. I believe we all have read enough this documents to now know what is relevant and all interested persons have already commented. Resume, IMO, is not necessary anymore.
 Focus on what we can not left behind that is really relevant, alerting all others , looks the best decision.
