[ALAC] GA/Summit Proposal submitted

The Proposal for Multi-Year Planning for At-Large GAs and Summits has 
been submitted. A copy is attached.

Thank you all for your input, comments, suggestions and edits. 
Particular thanks and gratitude to Olivier for developing the idea in 
the first place, and doing the really hard part of drafting the 
earlier versions which allowed me to do the final adjustments. And 
thanks to Dev for the time-line graphic which greatly simplified the 
earlier tables.
