[ALAC] Review ATLAS II Recommendation 7 and 13

Dear All, 

During today¹s IANA Transition & ICANN Accountability WG
<https://community.icann.org/x/nJVYAw>  call, participants discussed ATLAS
II Recommendation #7 and #13 and concluded that the ALAC needs to further
review them. The goal is to understand what exactly the ALAC wants out of
these two recommendations in relations to the organizational reviews of
ICANN.
