[ALAC] Call for Volunteers to Review Two Public Comment Proceedings

In the past, such messages would generally start with "On behalf of 
Alan Greenberg, Chair of the At-Large Advisory Committee..."

I find that too wordy (and a bit pompous). But if you think that 
omitting it is confusing, it can be added back.
