[ALAC] URGENT: ALAC Review of Sensitive TLDs and necessary PICs

Thank you Alberto.

The important question here is for WHICH TLDs do 
we need the extra checks. .bank, for instance, 
has agreed to do those checks. We all know and 
accept that .com, .org and most ccTLDs do NOT do verifications.
