[ALAC] ICANN and Consumer Trust

Glenn, you are probably correct.  However, I am sure that if more 
background is needed to address the issues raised, we will be asked for it.

In my view, it is preferable to keep something like this short. If 
you append several pages to it, it is far less likely to be read. I 
think that Garth made the right decision in his original draft when 
he chose to keep it short and to the point.
