[ALAC] [IANA-issues] draft charter

Dear all,

Please find attached the draft charter with the proposed wording on section II (problem statement) in which I try to differentiate the issue of ICANN’s accountability with regards tho the IANA functions and that of ICANN’s as an organization in front of its community.
