[ALAC] At-Large Engagement in RIR Policy Development - Issue Raised in Board Meeting with NRO/ASO today

Hi Rinalia:
Good ear being displayed here.

We fully endorse more engagement from the edge in Numbers policy making and
some of us have been straddling the two streams.  But it takes a lot of
volunteer cycles on top of those committed to Names already.  What we need
is more capacity - in quantity and enabled for effective engagement - and
improvements in the modalities to participate.  And that is a long slog.
