[ALAC] ICANN blog: Sharing a Plan for Public Comment Improvements

IMHO, what is most important here is that analysis of comments received.
 That output would be a very important element to determine a definitive
overall -meaning global - view of the subject matter. And the best
opportunity to 'game' and/or channelize.
