This is a report commissioned by the ATRT2. I was the one who
proposed this study, and it was the one (from a bunch of other
proposals) that was ultimately selected. That report is a draft, but
the final will likely be similar, but with additional data added.
It does have some problems (in my opinion), so interpreting the
results will need to be done carefully. Foremost among the issues is
that although they are certainly correct as to the minimal
participation from some regions and from those who do not speak
English relatively fluently, they did no base studies on the GNSO
population from whom WG participants are largely drawn. My gut
feeling (also without any proof) is that what they are seeing is a
close-up view of the general ICANN problem that we work in English
and draw a lot of our workers from businesses that can afford to
contribute some of their staff to be "volunteers".
But Holly is quite right in that it does make interesting reading.
Finding solutinos to the problems identified will be challenging.
Hopefully the ATRT will offer some first steps in our recommendations.
