[ALAC] NARALO Advice

Please note there has been significant debate and disagreement about these
objections within NARALO and it has been difficult to come to a true
consensus. 
	
Based on a brief poll and review of comments received throughout the last 48
hours NARALO advises to NOT promote the objection on the IDN string applied
for by Stable Tone Limited - with 1 YES, 4 NO and 1 abstention.

On the other four Latin/English HEALTH applications NARALO also advises to
NOT promote the objections - with 2 YES, 3 NO and 1 abstention.

This was by no means a clear decisions and there are deep divides within the
region on this issue.
