[ALAC] RySG comments on IGO-INGO

Harsh summary:  Registries say that no ICANN-specific extra protection is
warranted, except for a minority position by the operators of .post who
believe that IGO protections are warranted (but makes no comment on INGOs
and assumes the Red Cross/IOC names no longer need comment).
